PPA demands President’s Rule
ITANAGAR, Feb 27: Alleging absolute lawlessness and corruption, People’s Party of Arunachal (PPA) has demanded the Arunachal Pradesh Governor to dismiss the state government and recommend for President’s Rule.
In its memorandum to the Governor, PPA working President Kahfa Bengia stated that holding of simultaneous poll of Parliament and Assembly elections, which according to him, is inevitable, will save the people of the state and its exchequer from ‘open loot and curb the double expenditure involved in the two elections.’
“Absolute lawlessness and sense of insecurity is prevailing all around the state owing to the failure of the state government to contain the rising law and order situation,” Bengia said. He also said that the skyrocketing and unchecked prices of all essential commodities have hit the common people hard. “The hollow promises of the government, the besieging of the border area land and forest resources by Assam and absolute anarchy arising out of the inapt handling of hydro power and autonomous district council issues have left the people of this sensitive border state at the mercy of god and the highest constitutional authorities of the country”, Bengia said.

The Club urged the state police to investigate and nab the fraudsters. It also expressed apprehension that hundreds of people may have deposited the amount unknowingly.

ZGWC distributes relief to fire victims
ZIRO, Feb 27: Ziro Green Women Club (ZGWC) yesterday distributed relief materials to the February 23 fire victims of Nenchalya village.
The ZGWC members led by its secretary Koj Yanya distributed kitchen items to the victims.
The devastating fire gutted the dwelling houses of Kago Tanya and Dani Mudo.
While distributing relief materials ZGWC appealed people of Ziro valley to be careful while handling fire to avoid such incidents in future.
CSP opens
ITANAGAR, Feb 27: A Customer Service Provider (CSP) has been opened and activated at Ganga market here which is first of its kind in Arunachal Pradesh. This CSP will provide customer service on behalf of State Bank of India for small depositors, especially villagers and rural people.
It will also provide all transactions, including loan of various kinds which will be linked with the link branch, Akashdeep.
Many more such CSPs will be opened shortly in many places of the state.

CHANGLANG, Feb 27: A high level Central team lead by Shambu Singh, joint Secretary, Union Ministry of Home Affairs visited Changlang yesterday to discuss the issues related to proposed creation of Patkai Autonomous District Council. Other team members are S N Sahai, Director, Ministry of Tribal Affairs, Uma Kant, Director, Ministry of DoNER and S Saha, Deputy Secretary, Union Ministry of Home affairs, Govt of India.
Shambu Singh while keeping the option open for creation of the proposed Patkai Autonomous District Council suggested also to look into the alternatives to address the basic areas of concerned like health, education, road communications, infrastructural developments, etc.
While suggesting planning and sanctioning fund specific to the districts or taking up specific project for the district and getting it implemented as other possible alternatives to solve the problems of these region he assured to extend full support to get these alternatives done at central level if required. Stating that the Autonomous District may be solution to the prevailing problems in the region he ensured that the true feelings of the people expressed will be placed before the Govt of India. However, he also cautioned that in some areas the councils are proved to be an utter failure both in terms of developmental works as well as taking people into confidence. While ensuring that attempts will be made to sort out solutions, Singh urged them all to be honest and clear in the heart and mind in sorting out the problems of the people.

Earlier, Arunachal Pradesh Legislative Assembly Speaker Wanglin Lowangdong while summing up the views of ministers, MLAs and other public leaders of the three districts on Autonomous District Council said that the demand was a long pending and the reasons behind the demand were sense of deprivation, neglect, sense of isolation amongst the people living in remotest and easternmost corner of Arunachal Pradesh, poor road communication within the districts, etc. The development factor, the economic forum, the sustainability of the livelihood and other various issues are comparatively much lower than it actually should have been and the disparity in development in the districts of the state is huge, added the Speaker. Speaking on the low literacy rate in the districts he informed that although districts hail 23 per cent of the total population of the state but they have only 0.24 per cent population in Govt service sector. He said that every necessary demand was always rightly placed before the state as well as central Govt but the fund received was not sufficient to address these issues.
“We need autonomy not for the autonomy’s sake and not only an Autonomous District Council but we demand autonomy under the 6th Schedule of Indian constitution,” stressed the Speaker. He said that preservation and promotion of the culture, identity and religion of the region was also a reason behind demanding the Autonomous council which are in verge of extinction. He reiterated to consider the feasibility of granting Autonomy as well as special guarantee on vast available natural resources in the district the basis of appropriate articles of the constitution.

CBI to start probe in Nido Tania killing
NEW DELHI, Feb 27: CBI will soon take over the probe into the killing of 19-
CBI sources said the agency was initially reluctant to take over the probe as the case was almost solved by Delhi Police but after going through available material it was decided that there was scope of investigation.
"We have decided to take over the probe in the killing of Nido Tania and a case would be registered soon after completing the formalities," a senior CBI official said.
The sources said the decision to take over probe has been communicated to Department of Personnel and Training which would issue the notification. Son of a Congress MLA from Arunachal Pradesh Tania, a BA first year student in a private university, had an altercation with some shopkeepers at Lajpat Nagar in New Delhi on January 29 after they made fun of his hairstyle, following which they allegedly thrashed him.
He was found dead the next day at his residence. Delhi Police has already slapped murder charges against four persons in connection with the case. PTI
Orgs condemn attack on senior advocate, demand arrest of attackers soon
ITANAGAR, Feb 27: Gauhati High Court Itanagar Permanent Bench Bar Association (GHIPBBA) and district bar association have condemned alleged attack on senior most advocate Muk Pertin and ransacking of his chamber/house at Papu Nallah by miscreants at around 12 noon today. Terming it as an act of cowardice, the Association resolved to boycott all court business in the state on February 28 as a mark of protest.
A group of miscreants led by one Tarh Kuyu today trespassed into the residential compound of senior most advocate Muk Pertin and ransacked his chamber/house at Papu Nallah, the Association said adding that armed with guns, daos and sticks, the group attacked Pertin, presently CBI and Central Government standing counsel, in his chamber. However, the advocate narrowly escaped being attacked by the mob, it added.
Demanding arrest of the miscreants involved in the advocate attack case within three days and stringent punishment to them, the Bar Association also demanded proper investigation of the case by police officer not below the rank of SP as well as judicial enquiry into the case. The association threatened to launch indefinite boycott of court business in future in case of failure of the authorities to pay heed to its demands. “Repeated and increasing attack on/abuse to the professionals like advocate and journalist in the state is a matter of serous concern and need to be condemned and discouraged by all citizens of the state,” the Association added.
Meanwhile, the Arunachal Law Students’ Union (ALSU) condemned the assault on Mukh Pertin and demanded the capital administration to arrest the culprit(s) within 24 hours. If failed, the ALSU will go for democratic movement in the form of dharna, it said.
Expressing grave concerns on the frequent manhandling of legal professions in the state especially in capital complex, the ALSU said manhandling of legal professions in the disputes between two or more persons in relation to various issues is highly condemnable. The role of lawyer is to be one’s legal advocate, that is, to provide the client with competent legal representation and act in the best interest to assist the client in the resolution of any legal problem. People, especially the miscreants need to understand the professionalism of a person, said ALSU president Tadar Tarish in a release.

Stating that election process is a sensitive issue and utmost careful handling and management is necessary as small mistake committed during poll process may lead to restart of the entire process. As such, the master trainers instructed the officials to act as per the manual of Presiding Officer’s Handbook and discharge their duties without any fear or favour.

Official sources informed that an amount of Rs. 54.97 lakh has been released under Mahatma Gandhi National Employment Guarantee Schemes (MGNREGS) for Ruksin block in current fiscal year. Sources said that total expenditure incurred in this sector up to second week of this month was Rs. 51.18 lakh. About 2,700 families are provided employment (Job Card) under the scheme with an average 17 working days in the block. A total 35 schemes including rural road construction, flood protection bundh, and minor irrigation channel have been implemented in its 35 gram panchyats falling under the block.
The allotment of fund under the scheme last year was Rs 65.38 lakh out of which fund amounting to Rs. 61.15 lakhs was expended.
Panchayat office sources said that a total 30 Indira Awas Yojna (IAY) was allotted to the block in the current financial year. No scheme of National Rural Livelihood Mission (NRLM) has been implemented at all in East Siang district for the year.
It may be recalled that Union Rural Development Ministry has released Rs 62 crore to Arunachal Pradesh for implementation of the MGNREGA scheme in the current year.

In his welcome address, Course Director Amit Kumar Singh highlighted the course contents as well as the mandates of establishing Biotech Hubs in NE region and importance of biotechnology tools in diversity analysis.
Course Coordinator Siddhartha Singh, Assistant Professor, Biochemistry emphasized about the application of biotechnological tools and latest development in the field of molecular diversity analysis with regard to huge biodiversity found in north eastern region of India.

Dear Editor,
Through you esteemed daily I would like to lay down few points regarding just concluded Arunachal Festival. As a layman and an optimistic spectator I had the privilege to witness work culture of various Govt. Departments during 28th Statehood Day Celebration 2014 and gathered experience regarding their works. In this connection, I would like to express my view and appreciation and thankfulness for making our State Festival so colorful and attractive.
Firstly, I would like to extend my gratitude to the Department of Power, lead by the Executive Engineer (E), Dept. of power, Itanagar, without which the colors of celebration would not be seen and I appreciate the workers of dept. for delivering such a good job. Hope they will keep this working spirit always not just in special occasions but each and every day and make every household free from darkness.
Thumps up to PWD department, Itanagar, for their hard work and dedication. The design and the construction of each and every stall were praiseworthy. The PHE department deserves appreciation for uninterrupted water supply. I am very grateful to the Department of Art & Culture and thank each and every member of the Department for such a wonderful and colorful program that they presented during the festival and enthralled entire Itanagar with showcasing of culture, tradition of the state and other parts of NE as well.
Amidst all the celebration, the police department has done tremendous job during this 28th Statehood Day Celebration. I feel astonished seeing some of my friends enjoying their whole academic session roaming freely, with no academic tensions while we are overloaded with studies and other activities. I feel so sorry for their parents who think that their children is studying hard and hoping that bright future is awaiting them. But where else, truth is that his/her son is actually befooling him/her. I ask those parents did he/she ever visited their sons/daughters college...!! If not then I request you kindly have yours children’s academic information especially those studying in private colleges.
I have seen children lying to their parents for loved ones or to go to friend’s party but now it have crossed the limit of lying. They even lie about their studies that, “Dad I have passed exam and now I am in third year," but the real fact is that he/she never appears for the exam.
I would like to request those students that please if you don’t want to study, then don’t go for it, unnecessarily wasting your time and your parent’s hard earned money. And to those parents “PLEASE BE AWARE YOU ARE BEING CHEATED"

Truth evades

The crime rate has been rising at an alarming speed in the state. About three weeks ago, the capital complex saw death of a young boy Habung Loder. The police have of course been carrying out the investigation but the results have not been satisfactory as all the families, relatives and friends are looking forward for the result. The death of our own child of the state who has died under mysterious circumstances has not been getting the desired result. It's been almost a month since the death of late Loder and yet the authorities have not provided the family with information about the course of the death. I would like to express an opinion of my own. If I may be, so humble, as to ask the authorities that what would they have done if young boy who died was one of their own, would they have been satisfied by just assuming that it was a suicide or would they have done everything they could to find out truth???
